It creates an odd pulse that is dramatically contrasted with the return to a standard form in the verse. For example, in the first chorus at the 1:10 mark, when a song would normally pick up a bit, they space things out and Neil plays on the 2 and 4 on his bass drum but accents only the 2 with his cymbal.

I love how the song revolves around the second beat of the measure in many parts. Yeah, this is a tight, 5 minute pop song with some great Rush twists thrown into the mix. The Hooters had a ridiculously silly name but they could write some great melodies. Click to expand.No shame in that, in my opinion.
